Does WordPress cost money?

I just made a wordpress account and when i try to customize my layout i get this message: “The CSS editor lets you modify the stylesheet of your blog. You can edit your CSS and preview the changes for free. If you would like the ability to save your changes and make your design visible to the public, please purchase the Custom CSS Upgrade.” So i can’t change anything in the css without paying?

Simply host WordPress yourself and it is completely free of charge. Now it is not because someone else is hosting it for you.

Just bought a domain name, now I’m kind of lost?

So I’m trying to create a website that is partly a blog, partly a showcase my short stories, videos, photography, etc. I heard that wordpress offers great layouts, and I wanted to actually purchase a domain name (.com, instead of .wordpress.com). So I bought my site name off of bluehost, and am now somewhat lost. I’m trying to figure out how to download wordpress, and am also trying to figure out how exactly you build up your site once you’ve purchased it. Like, how do I create new pages, edit them, see them when I actually visit the site…

You do not have to download WordPress. It is already to be installed from inside your cPanel. Log into it and look for the apps supplied that can be installed. May even have a direct link to it. I use BlueHost and complete site management is done from the cPanel. Once you have WordPress installed, you will use its Dashboard.

WordPress:

If you have paid hosting, you already have WordPress ready to install. You have to log into your account and use the Control Panel (cPanel) to install it. Then you use the Admin Panel to edit.
